Dear all, The next BNC Faculty Seminar will be this Thursday, 10/17 @ 12pm (lunch provided) in BRK 2001. Professor Tongcang Li will be our first presenter for the Fall Semester Series. Tongcang Li<http://www.physics.purdue.edu/people/faculty/tcli.php>, Assistant Professor of Physics and Astronomy and Electrical and Computer Engineering will present a brief overview of his work on precision measurements and quantum sensing for the first half then the remainder will be open for questions and high-level discussion of collaboration opportunities that can lead to future center of excellence and/or also brainstorm about a shared vision for Birck. Precision measurements and quantum sensing with optomechanical systems and quantum emitters I will give a brief overview of our works on precision measurements and quantum sensing. In 2018, we optically levitated a nanodumbbell and drove it to rotate beyond 60 billion revolutions per minute, which was the fastest nanorotor in the world. This work was selected as one of the APS Physics top 10 “Highlights of the Year” of 2018 by the American Physical Society. With an optically levitated nanoparticle, we developed the world’s most sensitive torque detector and measured a torque as small as 10-27 Nm, which is several orders of magnitudes smaller than the former world record. Besides, we have built a dual-cantilever atomic force microscope (AFM) in vacuum and measured the Casimir force. We also used diamond nitrogen-vacancy centers for quantum sensing of magnetic field, temperature, and beyond. We have collaborated with colleagues in biomedical engineering and developed the axial plane single-molecule super-resolution microscopy. Thank you! Dear Colleagues, I encourage you to attend one of the Discovery Park District presentations next week (see below). Major development at the DP District provides a unique opportunity for Birck Center. This could range from housing startups by our faculty/students to partnerships with companies that will have presence in DPD. This could be an opportunity for us to bring outside users to our core facility as well as research collaborations. PRF has plans to develop a learning living lab (smart city features, smart buildings/roads, 5G connectivity, etc.). There may be opportunities to use some of these in undergraduate and graduate classes (e.g. for virtual labs, demonstrations). Please let me know if you have ideas or suggestions to maximize synergy between Birck Center with the DP District. Limited Submission: NSF Major Research Instrumentation (MRI)<https://www.nsf.gov/pubs/2018/nsf18513/nsf18513.htm> The National Science Foundation has issued its RFP for the Major Research Instrumentation (MRI) program. The MRI Program serves to increase access to multi-user scientific and engineering instrumentation for research and research training in our Nation's institutions of higher education and not-for-profit scientific/engineering research organizations. An MRI award supports the acquisition or development of a multi-user research instrument that is, in general, too costly and/or not appropriate for support through other NSF programs. Proposals can be submitted under two tracks: • Track 1 MRI proposals are those that request funds from NSF greater than or equal to $100,000 and less than $1,000,000. • Track 2 MRI proposals are those that request funds from NSF greater than or equal to $1,000,000 up to and including $4,000,000. Proposals can be for either development (up to five years) or acquisition (up to three years) regardless of the track. Cost share is mandatory at precisely 30% of the total project cost. As in previous solicitations, an institution may submit no more than a total of three proposals with a limit of two proposals in Track 1 and one proposal in Track 2. Faculty may not participate in proposals led by other institutions beyond the three allowed. BNC recharge rates update

Dear Colleagues, You received an email from Dana Weinstein on March 13 about Scifres’ new rates effective this summer (see below). The paperwork for new rates was sent for approval signatures more than six months ago and was signed off for implementation effective July 1st of this year. Recently, Cost Accounting notified us that they had overlooked and some rates need to be adjusted. I've attached the analysis sheet to this email. We took Dana's original chart and added columns to show the Updated User Charge and the New % Increase. The color coding indicates lower, higher, or the same new rates as compared to the previous proposal. For example, the proposed new rate for the LPKF Milling system ($70) is the same as the proposed previous rate, both a 5% reuction from the original rate of $74. Since both proposed rates were the same the % Increase column shows the consistent 5% reduction in price but is colored gray to indicate no change in proposed rates. On the other hand the ASE etcher was originally proposed to maintain its previous rate of $48 but now it is reduced to $37 so it was colored green to indicate a new lower rate. In the final analysis we reduced rates on 25 tools (coded green), and to balance the subsidy we increased rates on 18 tools (coded blue). The remaining 58 tools (coded gray) had no change in proposed rates. This modified set of rates is in the final stages of signature approval and will be implemented effective July 1st, as before. Since our overall subsidy is similar, I don’t anticipate big impact on your research grants. However, don’t hesitate if there are any issues or if you have any questions or comments. In order to assist with planning your budgets, we want to alert you to the modification in Scifres costs in advance of the roll-out. This task should be performed at least every two years. However, this is the first such evaluation since 2012 and, as such, may come as a surprise to some PIs. Break-even rates for each tool are first calculated based on engineer time dedicated to the tool, cost of supplies, and usage. The final tool rate is then proposed based on these values, while ensuring that the facility does not make a profit. The average increase across the 104 tools/services in Scifres is 12%. The new rate is just 2.4% above the inflation rate from 2012. In all, 17 tools have seen a decrease in rate, while only a handful have increased substantially (e.g. CMP, CPD, Hall Effect system, a couple furnaces) due to dramatic change in usage or increased cost of maintenance due to aging. These rates are competitive with those of our peer facilities across the country. The proposed rates are attached for your reference. In addition to these tools, we have various new capabilities recently available or coming up in the next few months (and in some cases weeks), which will add substantial capabilities to all users. Most new tools already have rates determined, while the most recent will be calculated and made available to users as they come. o Heidelberg MLA150 direct write lithography w/back side alignment, gray scale, high throughput (up and running) o Automatic developer/mask etcher/spin rinse for wafers, pieces, and reticles o FEI Apreo Cleanroom SEM o AJA ion mill with end point detection (finally up and running) o Plasma-Therm HDPCVD deposition tool with low temp high density film capability o RCA clean hood in furnace area (up and running) o Keyence digital microscope w/large depth of field and tilt capabilities (up and running) o 2 RIE etchers for O2, Ar, CF4 (replacing the old Plasmatec, up and running) o IKO Jr. electroplating system w/2 interchangeable baths o Vacuum oven o Magnetic sputtering system Finally, PIs should be aware of a modification to the Scifres cap model. The new cap policy is a bit more democratic and is aimed to encourage heavier user of the cleanroom by those who just miss the previous hard cap of 13k/yr. The new model is as follows: Modified cap model: A single user who accumulates expenses in excess of $10,000 but not more than $13,000 will have a soft cap applied (users pay 20% of normal rate). A single user who has expenses in excess of $13,000 will have a hard cap (no charge). Any user whose expenses exceed $28,000 will revert back to paying 100% of their charges. In each of these scenarios, the charges incurred have to be for the same user on the same project and excludes the JEOL E-Beam Writer, staff time and expenses for precious metals and supplies. The Laboratory and University Core Facility Research Equipment Program is jointly sponsored by the Office of the Executive Vice President for Research and Partnerships and the Office of the Provost and Executive Vice President for Academic Affairs and Diversity. The Non-laboratory Research Infrastructure and Equipment Program is sponsored by the Office of the Executive Vice President for Research and Partnerships. The Laboratory and University Core Facility Research Equipment Program supports the purchase of capital research equipment in two cost categories. Part I is for research equipment costing up to $100,000 and Part II is for equipment costing from $100,000 to $1,000,000. The goal is to address critical and strategic research equipment needs and thereby enhance the research programs of individual investigators as well as multiple investigators reliant on shared-use equipment. * Part I: Applications for research equipment costing up to $100,000 will be submitted and reviewed this fall. Applications are due Oct. 2. * Part II: For equipment costing $100,000 to $1,000,000, a preliminary concept summary must be submitted this fall. Final applications will be submitted in late January and reviewed thereafter. Mandatory preliminary concept summaries are due Nov. 6. Final applications are due Jan. 27. The Non-laboratory Research Infrastructure and Equipment Program is designed to support research infrastructure and equipment needs in disciplines not driven by instrument-dependent research and supports these needs in two cost categories. Tier 1 is for minor equipment and infrastructure needs costing up to $5,000 and Tier 2 is for equipment costing from $5,000 to 20,000. Applications for both categories are due Oct. 2nd with awards expected to be made before the end of the fall semester.
