Carefully crafting lists of User Needs and Specifications can help to ensure the success of the rest of your project development activities. The goal of the Specification Development phase is to understand "what" is needed by your community partner, and by the end of the phase, to develop measurable criteria in which design concepts can be evaluated. This is accomplished by understanding the context, stakeholders, requirements of the project, and investigating why current solutions do not meet the stakeholders needs.
